Campaign Update: Ballot Questions - October 16, 2026

I’ve knocked on a lot of doors this year (around 2,700 by the time you can read this paper).  The most frequent questions asked by voters were about ballot questions, so I’d like to briefly explain the two ballot questions you will see on the ballot on November 3.

Question 1 (requiring two-thirds voter support statewide to pass) is a constitutional amendment eliminating the office of Register of Probate (approved by the Legislature with overwhelming bipartisan support: 325-15 in the House, 23-1 in the Senate). Since a 2011 court reorganization, the duties of the register of probate were transferred to the courts, but we are still constitutionally required to elect them.

Please vote Yes on Question 1 - there is no good reason to keep that office in New Hampshire’s Constitution.

Question 2 asks Windham voters whether to adopt a school property tax cap for the next two years.

If Question 2 receives 60% support, the Windham school property taxes (almost 80% of our property taxes) cannot grow more than the rate of inflation and new construction, and no more than 6% of the school budget can be spent for the SAU office. The last provision does not affect spending for school level administrators (principals, for example).

The cap calculation excludes bonded capital costs, since those are not discretionary (and were adopted with 60% support already).

If the school property taxes need to increase by more than the rate of inflation, the cap can be overridden in March by a 60% vote.

By voting on November 3, you can help decide two important ballot questions, one of which directly affects your property taxes. See you at the polls!
