Legislative Update: Veto Day - August 21, 2026 Windham Independent

Wednesday, August 19 was Veto Day - the last legislative session day of the term, when the Legislature votes to override the governor’s vetoes. A two-thirds majority in both the House and the Senate is needed for a bill to become law after being vetoed.

The only bills on which I voted to sustain the veto are HB221, HB1643, HB1726, and SB661 - I voted to override all others. Please refer to my August 17 letter to learn how to check the voting record of any state representative, including the votes on these bills.

HB396: veto sustained in the House (204-116 in the morning, then after a reconsideration, 202-107 in the afternoon).

HB1072: veto sustained in the House (160-159).

HB1097: veto sustained in the House (193-125).

HB1102: veto overridden in both the House (231-88) and Senate (24-0).

HB1184: veto overridden in both the House (292-25) and Senate (24-0).

HB1267: veto overridden in both the House (311-6) and Senate (24-0).

HB1336: veto sustained in the House (159-155).

HB1337: veto sustained in the House (148-172).

HB1358: veto sustained in the House (150-166).

HB1369: veto overridden in both the House (305-12) and Senate (24-0).

HB1422: veto overridden in both the House (314-7) and Senate (18-6).

HB1442: veto sustained in the House (165-149).

HB1491: veto sustained in the House (160-148).

SB661: veto overridden in the Senate(23-1), sustained in the House (84-216).

To my knowledge, this term saw the most vetoes issued by a NH governor whose party also controlled the House and Senate, which may explain the unusually large percentage of overridden vetoes. Every term brings new challenges, and this was no exception.
