I currently serve as your State Representative for Rockingham District 1, representing the towns of Northwood and Nottingham, where I sit on the Election Law committee. My focus has been bringing clarity, accountability, and practical solutions to the legislative process — especially in the areas that directly impact our local communities.
I have introduced legislation to clarify the authority and responsibilities surrounding police commissions and municipal governance, and sponsored a bill to strengthen access to suitable public facilities for use as polling locations — a bill that passed committee unanimously and the House on a voice vote, and is currently under consideration in the Senate.
Beyond Concord, I have been elected three times as a Selectman in Northwood and currently serve as chair of the Selectboard. I approach budgeting the same way many families do — with discipline, priorities, and the understanding that every dollar matters.

Serving Our Towns First
I serve as your State Representative with one simple responsibility — represent the people of Northwood and Nottingham, not outside interests. That means showing up, doing the work, and staying accessible: attending sessions, participating in committee work, and remaining available to hear directly from those I represent.
Defending Constitutional Rights
The foundation of our country is built on clearly defined rights — not negotiable privileges. I will defend ALL Constitutional Rights, but especially Freedom of Speech, Freedom of Religion, and the Right to Bear Arms. I will not support any legislation that weakens, redefines, or infringes upon our rights.
Local Control & Live Free
"Live Free or Die" is more than a motto — it reflects how government is supposed to function. Government exists to protect freedom, not manage it. I oppose top-down mandates and one-size-fits-all policies. Individuals and local communities are best positioned to make decisions that affect their lives.
Standing With First Responders
Through my role as Chaplain with Northwood Fire and Rescue, I have seen firsthand the demands placed on those who serve. Our first responders and veterans carry burdens most people never see. They deserve real support — services, resources, and community backing that reflects the seriousness of their role.
Fiscal Discipline. No New Taxes.
Government must operate with the same discipline families use every day: prioritizing spending, eliminating waste, and making tough decisions when necessary. I will not support a state income tax or a sales tax — period. New Hampshire's tax advantage is what keeps us free, and I will defend it.
Accountable, Transparent Government
I have introduced legislation to clarify authority around police commissions and municipal governance, and sponsored bills strengthening access to public polling facilities. Good governance isn't about scoring political points — it's about clear rules, open processes, and elected officials who answer to the people.

From the Northwood Selectboard to the State House floor, Jim has built a record defined by discipline and follow-through. He has worked to keep spending under control, returned excess tax revenue to reduce the burden on taxpayers, and made sure federal ARPA funds were used in ways that directly benefited the community.
That same approach now drives his work in Concord — bringing common sense, careful stewardship, and a refusal to play political games to every vote he casts.
